A rule pack is versioned logic
Each pack defines the thresholds, premium multipliers, effective date, review date, scope and exclusions used by the calculator. The pack should be traceable to primary sources and regression examples.
Daily and weekly rules need allocation order
When daily and weekly premium rules can both apply, the engine must prevent the same hour from being counted twice. The calculation order should remain visible in the result receipt.
Some rules need more than daily totals
Consecutive-hour rules, seventh-day rules, alternative schedules, occupation-specific thresholds and rate-dependent branches may require dates, workday boundaries or employee classifications. A simplified input model must state what it cannot represent.
Freshness is part of correctness
Every published rule pack needs an owner, effective date, review schedule, primary sources and test vectors. A state name alone is not enough reason to publish a separate page.
